Abdullah: Restricting Companies From Going Private Will Not Help Bursa

KUALA LUMPUR, June 18 -- Setting conditions to prevent a company from going private will reduce the interest of other companies wishing to be listed on Bursa Malaysia, says Prime Minister Datuk Seri Abdullah Ahmad Badawi.

Abdullah, who is also Finance Minister, said the move will cause other foreign investors to lose interest in investing in the country, while other initiatives taken to liven up the share market and trade will also be affected.

"Besides many other reasons, the share market also exists to allow companies to realise their value and for investors to make profits from investments made.

"Because of this, the market must give way to corporate activities, such as mergers and acquisitions which will only increase the value of a listed company. This will make the market more active," he said.

The prime minister said this in his written reply to eight questions posed by Members of Parliament on the privatisation of telecommunications company, Maxis Commmunications Bhd (Maxis).

Among the questions were on why the government, through the Securities Commission and Foreign Investment Committee allowed the telecommunication giant to be taken private and the implications to the stock exchange and the country's economy.

Explaining further, Abdullah said that there was very little evidence that supported claims that privatisation deals resulted in the outlfow of funds from the domestic market.

In fact, the revenue collected from the take over offer is usually rechannelled into the market by Malaysian and foreign investors who are keen to retain their investments in the capital market assets of the country.

A market which sees active takeovers, regardless of whether the companies retain their listed status or go private, will create a dynamic market which will attract many more investors to see other opportunities in the market.

Such a market will also encourage more active trade, he added.

SMART To Be Completed One Week Ahead Of Schedule

KUALA LUMPUR, June 12 - The floodwater channel of the Stormwater Management and Road Tunnel (SMART) will be ready one week ahead of its scheduled June 30 completion date as the authorities scramble to overcome flash floods in the Klang Valley.

Irrigation and Drainage Department (DID) director-general Datuk Keizrul Abdullah said the department would speed up all flood mitigation measures to deal with the problem.

For SMART's floodwater channel, several gates are being installed while all security features would be completed before the tunnel is commissioned, he said in a statement Tuesday.

Prime Minister Datuk Seri Abdullah Ahmad Badawi yesterday expressed dismay over the inadequate flood control measures in the city during a briefing at the Kuala Lumpur City Hall on the flood which threw the capital into chaos on Sunday night.

He asked the DID to speed up flood mitigation efforts, including the RM1.93 billion SMART dual-purpose tunnel.

Keizrul said DID was carrying out several projects to prevent floods in the federal capital under the Klang River Valley Flood Mitigation Programme, including the construction of the Batu Dam and raising the height of the Klang Gates Dam by three metres.

He said the department was also installing pump systems in low-lying areas.

"DID is also deepening and widening the Klang River, Damansara River, Kerayong River and Penchala River besides strengthening the river embankment in Kebun Bunga, Shah Alam.

"We'll also construct flood bypasses and upgrade flood forecast and alert system. We've started sending flood warnings to Shah Alam residents by SMS (short messaging service)," he added.

A four-hour downpour on Sunday left many places in Kuala Lumpur under water. Among the worst affected areas were Kampung Baru, Sentul, Jinjang Selatan, Segambut, Jalan Masjid India, Jalan Perak, Jalan Pinang, Jalan Tun Razak, Jalan P Ramlee and Jalan Kolam Air, Setapak.

Clean up operations are now underway to clear the streets of rubbish and items destroyed by floodwaters.

Ringgit Opens Stronger Against US Dollar

KUALA LUMPUR, June 12 - The ringgit opened stronger against the U.S. dollar today on commercial buying interests, said dealers.

However, the greenback was higher in most overseas markets on expectations that the U.S. Federal Reserve would not cut interest rates in the near term.

Dealers said that lower interest rates could boost the U.S. economy but at the same time could make investments denominated the U.S. dollar less attractive.

The ringgit has appreciated by 4.2 percent against the U.S. dollar this year and cumulatively since its depegging against the greenback in 2005, the ringgit has risen by between 10 and 12 percent.

At 9.00 am, the ringgit strengthened at 3.4585/4615 against the U.S. dollar compared with yesterday's closing of 3.4685/4715.

Except against the Singapore dollar, the local unit was also mostly higher against other major currencies.

It weakened against the Singapore dollar at 2.2462/2492 against 2.2456/2490 yesterday but rose against the Japanese yen at 2.8425/8562 from 2.8498/8525.

Against the pound sterling, the ringgit was stronger at 6.8202/8271 from 6.8264/8340 and rose against the euro at 4.6202/6253 from 4.6260/6324 previously.

PM Wants Flood Alleviation Projects Speeded Up

KUALA LUMPUR, June 11 - Datuk Seri Abdullah Ahmad Badawi said today all flood alleviation projects should be speeded up to prevent flash flood.

"The flood is not seasonal. All projects to alleviate floods like the deepening of rivers and building of retention ponds must be completed fast," the Prime Minister said at a Dewan Bandaraya Kuala Lumpur (DBKL) briefing on its preparedness in facing flood.

He said all projects being undertaken by the and Drainage and Irrigation Department (JPS) and DBKL must be completed ahead of schedule.

"Mobilise all resources and give it priority," he said when briefed by Federal Territories Deputy Minister Datuk Wira Abu Seman Yusop at DBKL's security and enforcement department in Jalan Tun Razak here.

Also present was Kuala Lumpur Mayor Datuk Ab. Hakim Borhan.

JKR To Tighten Grip On Contractors

"A stricter compliance system must be developed for contractors and sub-contractors with specific references to infrastructure weaknesses due to shoddy work and fulfilling standard requirements,"Datuk Seri S. Smy Vellu, Work Minister


KUALA LUMPUR, June 11 - In the wake of a series of minor defects in government buildings recently, the Public Works Department (JKR) will set up a Building Surveyors Division to inspect the condition of all buildings after completion.

In issuing the directive Monday, Works Minister Datuk Seri S. Samy Vellu said in addition, a new central department would be formed at the ministry to ensure high standards in maintenance, while penalties in the form of surcharges would be imposed on contractors who shirked their duties.

Elaborating on the Building Surveyors Division, he said its role would be to detect any defect.

"It (the division) will also ensure the maintenance and streamlining of high standards for construction supervision," he said when opening a workshop on the new government delivery system organized by his ministry here.

He also directed the JKR and all agencies within the ministry to draw up implementing charts when giving a project to a contractor.

"If the task or required parcel of work is not completed within the stipulated period and according to the quality expected, the contractor is surcharged immediately.

"There is therefore an urgent need to tighten quality assurance, standards including enhancing monitoring and supervisory roles," he said.

Samy Vellu also called for a revamp of the ministry's Complaints Unit. "This unit must become more pro-active in making itself available to the ordinary citizens thereby documenting accurately their complaints and effectively resolving their grievances," he said.

He said by managing public complaints and giving reliable and accurate replies, it would enhance the ministry's profile with civil society groups.

Samy Vellu said also said it was important for the JKR to deploy the right people especially those with the competency, expertise, experience, information, brainpower and commitment to oversee the implementation of projects.

"In a similar way, a step-by-step approach to effectively monitor all the infrastructure projects that are being undertaken is critical," he said.

Samy Vellu said critical self assessment and peer group appraisals were necessary to keep relevant officials alert on their professional and technical outputs.

"Effective tracking and feedback systems must be developed. Multiple sources of information both formal and informal must be tapped from all the stakeholders," he said.

He also suggested that trouble shooting teams be established to undertake spot checks and analysis to ensure quality control, while internal audits must assess both effective and efficient use of resources.

Bank Islam Appoints Dubai-based Banker As Director

KUALA LUMPUR, June 11 - Bank Islam Malaysia Bhd has appointed prominent Dubai-based banker Ahmad Saeed Bin Brek as an independent non-executive director from June 8.

Ahmad Saeed is a reputed turnaround specialist, as demonstrated when he turned around from a loss of one millionCitibank Arab Emirates dinar (AED) to a profit of 150 million AED in 1990, Bank Islam in a statement.

Smart Tunnel Toll Collection Begins Midnight Friday

KUALA LUMPUR, June 10 - Toll collection at the Stormwater Management and Road Tunnel (SMART) motorway will start at midnight on Friday and the rate will be announced shortly, Works Minister Datuk Seri S. Samy Vellu said.

"I'll announce the toll rate at a news conference in one or two days," he told reporters after opening the Hindu Dharma Mamandram national delegates' meeting in Batu Caves here Sunday.

Asked whether the government would guarantee that the toll rate would be reasonable and would not burden the public, Samy Vellu said they should understand that the cost of building a road tunnel was higher than that of a normal highway.

"I can't guarantee you that there'll be a reasonable toll because it cost a lot of money to build the tunnel," he said.

The RM1.9 billion project between Jalan Sungai Besi and Jalan Ampang includes a road tunnel costing 3.3kmRM650 million. Road users have been using the motorway for free since May 14.

Samy Vellu said the public had the option of using the road tunnel for speedier travel or other existing roads.

The 9.7km SMART project is meant to divert rain water away from the city centre to prevent flash floods and alleviate traffic congestion, especially for those coming into the city from the south.

Najib, Rosmah Attend Brunei Royal Couple's Bersanding Ceremony

BANDAR SERI BEGAWAN, June 10 - Deputy Prime Minister Datuk Seri Najib Tun Razak and his wife Datin Seri Rosmah Mansor today attended the ceremony of the "bersanding"Brunei Sultan's fourth princess, Paduka Seri Pengiran Anak Puteri Hajah Majeedah Nuurul Bulqiah and Pengiran Khairul Khalil Pengiran Syed Jaafari.

Najib and Rosmah were seated in the front at Balai Singgahsana Indera Buana of Istana Nurul Iman along with the Crown Prince of Brunei Paduka Pengiran Muda Mahkota Pengiran Muda Al-Muhtadee Billah and his consort Paduka Seri Pengiran Anak Isteri Pengiran Anak Sarah and the sultan's princes dan princesses.

The deputy prime minister and his wife later flew to Sabah to attend an official function there. They will return here tomorrow to attend the royal banquet at the royal banquet hall of Istana Nurul Iman.

Prime Minister Datuk Seri Abdullah Ahmad Badawi and his wife Datin Seri Jeanne Abdullah and Sarawak Chief Minister Tan Sri Abdul Taib Mahmud would also attend the banquet.

Thailand, Malaysia To Ink Education MoU

BANGKOK, June 9 - After years of informal ties in the education field, Malaysia and Thailand are expected to sign a historic memorandum of understanding (MoU) in August to pave the way for closer cooperation and exchange of expertise between their educators.

The formal collaboration comes in the wake of the two neighbours ushering in their 50th anniversary of diplomatic ties this year.

The MoU is expected to be finalised and signed when Thai Prime Minister Surayud Chulanont visits Malaysia in August.

Deputy Director-General of Education (School Division) Datuk Alimuddin Mohd Dom led 12 Education Ministry senior officials to explore areas of cooperation during their five-day visit to Thailand which ended today.

Alimuddin said the MoU was the result of a recent meeting between Malaysian Education Minister Datuk Seri Hishammuddin Tun Hussein and his Thai counterpart Prof Dr Wichit Srisa-an here and in Kuala Lumpur last month.

"Many schools and institutions in both countries have exchange programmes and cooperation for many years. In view of that, the ministers felt there is a need for formal cooperation that will benefit the two countries," he said in an interview here.

Alimuddin said the MoU would, among others, touch on academic cooperation and exchange of staff, experts, teachers and students, promoting linkages between cluster schools and organising training programmes for teachers.

He said one of the important areas of cooperation involves religious schools as Dr Wichit had sought Malaysia's help to further develop the religious school system in Thailand, especially in the restive south.

"Dr Wichit was impressed with our religious school system that gives equal importance to both religious studies and normal syllabus.

"He wants to implement a similar model in Thailand," he said.

Alimuddin said Thai officials are also keen to learn from Malaysia the teaching of science and mathematics in English.

In return, he said, Malaysia hopes to learn from Thailand the examination and evaluation systems for arts schools, which are new in Malaysia, as well as special education.

In August, 500 scouts from Malaysian schools bordering Thailand would join 1,500 scouts from the southern provinces in the Thai-Malaysia Border Scouts Jamboree in Songkhla.

S'pore Detains "Self-Radicalised" S'porean, Four JI Members Under ISA

SINGAPORE, June 8 - Singapore's Internal Security Department (ISD) has arrested a 28-year-old man whom it described as a "self-radicalised' Singaporean who had made specific plans to pursue "militant jihad" in Afghanistan.

The Ministry of Home Affairs said in a statement tonight that Abdul Basheer Abdul Kader, an ex-lecturer, was arrested in February this year and subsequently detained under the Internal Security Act (ISA).

The ISD had also arrested and placed under ISA four Jemaah Islamiyah members between November last year and February this year, including one whom the ministry said had "undergone JI training in Malaysia".

The ministry said Abdul Basheer studied and practised law after graduation and later became a lecturer in an educational institution.

"From late 2004, he began developing the mindset that he had to wage 'militant jihad' in a land where Muslims were under attack. His views were shaped by the radical discourse that he avidly looked up on the Internet," the ministry said.

In October 2006, Abdul Basheer left Singapore for a Middle-Eastern country. "He planned to live there for two years, learning Arabic so that he could communicate with Mujahidin fighters," the ministry said.

He was arrested and repatriated to Singapore "before he could embark on his violent agenda".

Meanwhile, the four JI members detained under the ISA are Ishak Mohamed Noohu, Mohamed Hussain Saynudin, Mohamed Yassin Mohamed Nooh and Ibrahim Mohd Noor.

TNB Beat BJSS 3-1, E&Y Edge Maybank 2-1

KUALA LUMPUR, June 8 - Former champions Tenaga Nasional Berhad (TNB), despite taking off on a promising start, only managed to beat underdogs Bukit Jalil Sports School (BJSS) boys 3-1 in the Malaysian Hockey League (MHL) Division One match at the National Hockey Stadium in Bukit Jalil here today.

The power house broke down the school boys' defence as early as the fifth minute through Mohd Fairuz Ramli while midfielder Kevinder Singh rammed home the second goal barely two minutes later.

Kevinder Singh made it 3-0 for TNB in the 18th minute when he touched home another in the 18th minute off a field attempt.

BJSS' solitary strike was courtesy of Ahmad Kazamirul Nasruddin in the 48th minute.

In another Division One match, defending league champions Ernst and Young (E&Y) fought hard to edge Maybank 2-1.

However, it was Maybank who took the lead through Chairil Anwar Abdul Aziz in the sixth minute but E&Y equalised five minutes later through their penalty corner specialist Zulkifli Mohamad Rejab.

The second half saw E&Y struggling to break into Maybank's semi-circle and finally found their loop hole in the 60th minute through Ismail Abu to collect the full three points.

"We were cautious in the first half and conceded a goal. We charged back and got the equaliser. In the second half, I told the boys to go all-out and they got the winning goal late in the second half. It was a close game but I'm glad we collected full points today," said E&Y's coach K. Dharmaraj.

In Division Two, Jurutera Letrik Jentera (JLJ) steamrolled Royal Malaysian Air Force(RMAF) 7-1 at the Tun Razak Hockey Stadium while SUKSES Selangor could only manage a 2-2 draw with Dolphins at Klang.

In another match, Universiti Teknologi Mara (UiTM) secured a slim 1-0 win over Renjers at the Sungai Petani pitch while Kedah Hockey Association Nur Insafi managed to overcome MSN Terengganu 3-2.

US sued over 'ghost prisoners'

Six human rights groups are suing the US government seeking more details of 39 people they claim were detained in anti-terror operations, and have since gone 'missing'.
Amnesty International and the others said they have compiled evidence to show the "ghost detainees" were either in or have been in US custody, Al Jazeera's John Terrett reports.






The move comes after a US civil rights group last month filed a suit against a subsidiary of aircraft manufacturer Boeing for aiding the CIA in flying the suspects to detention facilities.









Most of those arrested in the months following the September 11, 2001, attacks on the World Trade Centre in New York are held at Guantanamo Bay, the US naval base in Cuba.
Detainee list
The groups on Thursday published the list of 39 detainees based on information gleaned from interviews with former prisoners and officials in the US, Pakistan, Afghanistan and Yemen.
Amnesty says it is not sure if the missing prisoners are in any US detention facility, claiming their report offers evidence that Washington has been lying.
"For its part, the CIA has always maintained that it operates in strict accord with American law," Sean Casey, a US State Department spokesman, said.
George Bush, the US president, had late last year acknowledged the existence of secret detention centres but did not specify any locations.
The rights groups say the men were among those captured in highly controversial "renditions" in which suspects were detained outside the US and flown to top secret American jails around the world.
European probe
In Europe, a Swiss senator heading an investigation into alleged CIA secret prisons and flights in Europe is expected to present on Friday new findings on what he calls a "spider's web" of human rights abuses.
Dick Marty, who is leading an inquiry on behalf of the Council of Europe, had spoken to former CIA agents to corroborate his earlier accusations that CIA planes landed in Poland and Romania to drop off detainees, a source familiar with the investigation said.
The European Parliament came to the same conclusion after completing its own investigation in February.
Both the Polish and Romanian governments have vehemently denied Marty's allegations.
Last year, he accused 14 European nations of colluding to help the CIA spirit terror suspects to illegal detention facilities, and said European governments "did not seem particularly eager to establish" the facts.
While details of most of the detainees remained sketchy, information for at least 21 of the detainees had been confirmed by two or more independent sources, Anne Fitzgerald, a senior adviser for Amnesty International, said.
Right restored
Meanwhile in Washington on Thursday, the US Senate Judiciary Committee endorsed a bill that will restore basic legal rights to inmates of Guantanamo Bay detainees, allowing the accused to challenge their detention in a US court.
The move came days after the US administration suffered a severe legal setback in its 'war on terror' after a military tribunal dismissed charges against two Guantanamo inmates.
"Habeas corpus was recklessly undermined in last year's legislation," Senator Patrick Leahy, the Judiciary Committee chairman, said. "I hope that the new Senate will reconsider this historic error in judgment and set the matter right."
Judges who heard both cases on Monday ruled they had no jurisdiction to proceed with military commission trials as neither inmate was classified as an "unlawful enemy combatant".

HEILIGENDAMM, Germany - Russian President Vladimir Putin called for a joint Russian-US base to detect missile attacks in a startling proposal to overcome a crisis between the two countries.

Putin offered President George W. Bush the joint use of a Russian radar base in Azerbaijan as an alternative to plans for a US missile shield in central Europe.

Russia has angrily opposed the planned US shield in Poland and the Czech Republic and Putin had threatened to return to the Cold War policy of aiming Russian missiles at European targets, if it was deployed.

Putin said a joint base would "remove the need, would allow us to not change our policy on non-targeting of our missiles."

Putin and Bush met Thursday on the sidelines of the Group of Eight summit in Heiligendamm, Germany in a bid to rescue relations which were at a post-Cold War low amid their missile defence wrangling.

Bush found the Russian offer "interesting" and proposed experts from the two countries examine it, his national security advisor, Stephen Hadley, said later.


Bush himself told journalists that the two leaders would pursue their "strategic dialogue" at talks at the Bush family home in the United States in early July.

Putin said he had spoken on Wednesday to the president of Azerbaijan, Ilham Aliyev, who had agreed that the Gabalin base rented by Russia could also be jointly used by the United States.

Russia says it is the target of the proposed US shield in Europe while the United States insists its system is to guard against an attack by Iran or North Korea.

"We have an understanding of common threats but there are differences over the means for overcoming these threats," Putin said after the talks, with Bush at his side.

The Russian leader insisted that the US and Russian military could detect any long-range missile test by Iran and would then have up to five years to set up a joint base before there was any major threat.

Putin argued that the Azerbaijan-based system would cover all of Europe rather than just parts of it and that any missile debris would fall in the ocean rather than on land in Europe.


He said locating the base in Azerbaijan would ease Russian concerns about a missile shield on its frontier in Europe.

But he insisted that the new system had to be "transparently" shared and that the strategic concerns of both sides had to be taken into account.

Putin warned the United States not to start building the system in Europe while negotiations with Moscow take place. "We hope these consultations will not serve as cover for some unilateral action," Putin said.

Bush said that his Russian counterpart had made "some interesting suggestions" during the talks.

"As a result of our discussions, we both agreed to have a strategic dialogue, an opportunity to share ideas and concerns between our State Department, Defence Department and military people."

The US president said there would have to be "a serious set of strategic discussions."

The Czech prime minister, Mirek Topolanek, whose country is at the centre of the political storm, said Putin had finally recognised that the concept of anti-missile defence is "useful."



"The most important thing is his (Putin's) will to seek agreement," Topolanek said in a statement.

Putin's foreign policy advisor, Sergei Prikhodko, said Moscow now hoped for "a positive response to our very far-reaching offer."

According to Prikhodko, "it seemed to me this initiative was met with very great interest from President Bush."

The US national security advisor said it was too early to predict where the talks with Russia would lead.

Referring to the reaction in Poland and the Czech Republic, he told reporters: "There are a lot of questions that they are going to have and a lot of questions that we are going to have."

Hadley said Putin's proposal had been a sign that both sides "wanted to de-escalate the tension on these issues."

Immigration bill fails key test, is withdrawn

WASHINGTON - A broad immigration bill to legalize millions of people unlawfully in the United States failed a crucial test vote in the Senate Thursday, a stunning setback that could spell its defeat for the year.

The vote was 45-50 against limiting debate on the bill, 15 short of the 60 that the bill's supporters needed to prevail. Most Republicans voted to block Democrats' efforts to bring the bill to a final vote.

The legislation, which had been endorsed by President Bush, would tighten borders, institute a new system to prevent employers from hiring undocumented workers and give as many as 12 million illegal immigrants a pathway to legal status.

Senate Majority Harry Reid, D-Nevada, who had made no secret of his distaste for parts of the bill, said he would withdraw it but keep working toward eventual passage.

"I, even though disappointed, look forward to passing this bill," Reid said. But he said he needs help from the White House.

"This is the president's bill," Reid said. "... We can't do it alone over here. We need some help."

Senate Minority Leader Mitch McConnell, R-Kentucky, urged Reid not to give up on the legislation, but allow debate on amendments to continue in order to resolve the objections of conservative senators.

"This is a complicated bill, but the key to passage is not complicated," McConnell said.

McConnell said all that's needed is a "reasonable number of additional roll-call votes" on amendments.

"We're not that far away from being able to get cloture on the bill," he said.

Conceived by an improbable coalition that nicknamed the deal a "grand bargain," the measure exposed deep rifts within both parties and is loathed by most GOP conservatives.

Most Republicans voted against ending debate, saying they needed more time to make the bill tougher with tighter border security measures and a more arduous legalization process for unlawful immigrants.

All but a handful of Democrats supported the move, but they, too, were holding their noses at provisions of the bill. Many of them argued it makes second-class citizens of a new crop of temporary workers and rips apart families by prioritizing employability over blood ties in future immigration.

Still, they had argued that the measure, on balance, was worth advancing.

"We can all find different aspects of this legislation that we differ with," said Sen. Edward M. Kennedy of Massachusetts, the leading Democratic architect of the bill.
Amendments bandied about all day

Proponents in both parties had scrambled to find a way of reversing a blow their compromise sustained earlier Thursday, when the Senate voted to phase out the bill's temporary worker program after five years.

The 49-48 vote came two weeks after the Senate, also by a one-vote margin, rejected the same amendment by Sen. Byron Dorgan. The North Dakota Democrat says immigrants take many jobs Americans could fill.

Business interests and their congressional allies were already angry that the temporary worker program had been cut in half from its original 400,000-person-a-year target.

A five-year sunset, they said, could knock the legs from the precarious bipartisan coalition aligned with the White House. The Dorgan amendment "is a tremendous problem, but it's correctable," said Sen. Arlen Specter, R-Pennsylvania.

Until the Dorgan vote was tallied, Specter and other proponents had enjoyed a fairly good day.

They had turned back a bid to reduce the number of illegal immigrants who could gain lawful status. They also defeated an effort to postpone the bill's shift to an emphasis on education and skills among visa applicants as opposed to family connections.

And they fended off an amendment, by Sen. Barack Obama, D-Illinois, that would have ended a new point system for those seeking permanent resident "green cards" after five years rather than 14 years.

All three amendments were seen as potentially fatal blows to the bill, which would tighten borders, hike penalties for those who hire illegals and give many of the country's estimated 12 million illegal immigrants a pathway to legal status.

The Senate voted 51-46 to reject a proposal by Sen. John Cornyn, R-Texas, to bar criminals -- including those ordered by judges to be deported -- from gaining legal status. Democrats siphoned support from Cornyn's proposal by winning adoption, 66-32, of a rival version that would bar a more limited set of criminals, including certain gang members and sex offenders, from gaining legalization.

Sen. John McCain, R-Arizona, alone among his party's presidential aspirants in backing the immigration measure, opposed Cornyn's bid and backed the Democratic alternative offered by Sen. Edward M. Kennedy, D-Massachusetts.

Senators also rejected a proposal by Robert Menendez, D-New Jersey, that would have delayed the bill's shift in favor of attracting foreign workers with needed skills as opposed to keeping families together. Menendez won 53 votes, seven short of the 60 needed under a Senate procedural rule invoked by his opponents.

Menendez's proposal would have allowed more than 800,000 people who had applied for permanent legal status by the beginning of 2007 to obtain green cards based purely on their family connections -- a preference the bill ends for most relatives who got in line after May 2005.

Meanwhile, Sen. Hillary Clinton, D-New York, fell short in her bid to remove limits on visas for the spouses and minor children of immigrants with permanent resident status.

While several Cornyn amendments failed, he prevailed on one matter opposed by the grand bargainers. That amendment, adopted 57 to 39, would make it easier to locate and deport illegal immigrants whose visa applications are rejected.

The bill would have barred law enforcement agencies from seeing applications for so-called Z visas, which can lead to citizenship if granted. Cornyn said legal authorities should know if applicants have criminal records that would warrant their deportation.

Opponents said eligible applicants might be afraid to file applications if they believe they are connected to deportation actions. Sen. Dianne Feinstein, D-California, said in an interview that Cornyn's amendment was "not a deal-killer" but would have to be changed in House-Senate negotiations.

The Prime Minister's Office had only announced the date of the wedding without specifying the time.

To be attended by close relatives, the wedding will be a modest affair.

Wedding Turns Tragic, 5 Killed, 9 Injured When Man Fires At Crowd

SONG (Sarawak), June 7 - Five people were killed and nine others injured when an enraged man fired at the crowd attending a wedding reception in a longhouse here Wednesday night.

Song Police Chief ASP Entusa Iman said a 36-year-old Indonesian man married to the longhouse chief's daughter suddenly opened fired at the crowd over a misunderstanding.

Preliminary investigations revealed the man fired four shots from a shotgun from outside the longhouse at "Ruai" or public gallery where the guests had gathered for the reception.

He then went into the "Ruai" to fire another shot in the 9pm incident at the "Rh.Enchan", a longhouse in Ulu Engkabau, Katibas, a 10-minute ride upriver by longboat from here and another one hour on foot, he said.

Of the nine injured, two sustained serious injuries, Entusa said. All of them have been admitted to the Kapit Hospital.

The bodies of the dead have also been sent to the same hospital for post-mortem but their identities have not been released.

The Indonesian surrendered to the police at about 1.20am Thursday.

On the probable reason for the carnage, Entusa said he was told that some youths had persistently teased the Indonesian over his statelessness during the Gawai dayak celebrations at the longhouse over the past four days.

"Probably he could not take it anymore," he said of the Indonesian who does not have an identity card. He has three daughters.

Entusa could not tell if any of the youths were among those killed or injured in the incident.

"The bride and the bridegroom are safe," he added.

Langkawi Declared A Geopark By Unesco

KULIM, June 7 - Langkawi, a cluster of 99 islands covering an area of 10,000 hectares, has been declared a geopark by the United Nations Educational, Scientific and Cultural Organisation (Unesco) effective Friday.

Kedah Menteri Besar Datuk Seri Mahdzir Khalid said that with the recognition, Langkawi joined the Global Geoparks network of 52 geoparks worldwide.

"This official recognition by Unesco will enhance Langkawi's image as a world class tourist destination," he told reporters after opening Fuji Electric (Malaysia) Sdn Bhd's second factory at the Kulim High Technology Park here today.

Mahdzir said Langkawi had applied to join the Unesco's Geopark network in May last year and it was the first geopark in Malaysia and South East Asia to gain such a recognition.

He thanked Universiti Kebangsaan Malaysia (UKM), the Mineral and Geoscience Department, Forestry Department, Environment Department and the Langkawi District Office and all other parties that had contributed to the island getting the recognition.

OIC Health Ministers Meet To Focus On Immunization, Vaccine Production

KUALA LUMPUR, June 7 - The inaugural 2007 OIC Health Ministers Conference Malaysia will be hosting next week will focus on immunization to combat preventable diseases and vaccine production among Organisation of Islamic Conference (OIC) member states.

The conference secretariat's head Datuk Dr Nor Shahidah Khairullah said in statement here today that it would also discuss measures to be taken to reduce infant mortality rates in OIC countries.

The four-day conference, beginning June 12, will be held at the and Spa in Hotel Sunway Lagoon Resort, Bandar Sunway near here.

Prime Minister Datuk Seri Abdullah Ahmad Badawi, who is the current chairman of the OIC, is scheduled to open it on June 14.

Selangor To Extend LRT Network To Klang, Kajang & Rawang

SHAH ALAM, June 5 - Selangor's prime urban areas will enjoy light rail transit (LRT) services within five years as the country's first developed state vies to rival Singapore in having the region's best public transportation system.

The LRT line will form a loop from Wilayah Persekutuan to Klang and straight on to Puchong, Bukit Jalil, Kajang, Ampang, Ulu Klang and Rawang, Menteri Besar Datuk Seri Dr Mohamad Khir Toyo said today.

The state government, he told Warkah Timur, has allocated around RM12 billion to enhance the LRT system under the Ninth Malaysia Plan by way of Private Finance Initiatives.

Deputy Prime Minister Datuk Seri Najib Tun Razak had announced last August that the LRT line from Kelana Jaya will be extended to Subang Jaya and USJ, while the Sri Petaling line will cover Puchong, in addition to a new line to Damansara.

Mohamad Khir told Bernama in an interview here that his government intends to extend the line from Kelana Jaya to Klang as well and from there to link up with Puchong.

While having new roads and highways will not necessarily improve traffic congestion in urban and suburban areas, he is confident that enhancing the LRT services offers a more effective solution.

"That's why we cannot keep building roads and highways in the Klang Valley. In the Federal Territory of Kuala Lumpur and Selangor alone, every month there are 35,000 new cars on the road. Even squatters or low-cost house residents are asking for two parking lots each," he said.

"While the number of motorcycles is now reducing tremendously, the number of cars is increasing daily. So, the public needs to be given the best choice of public transport.

"It is either you take your own car or take the best public transportation. We cannot force the public to choose the worst, but we can force the public to choose the best.

"It will also have less political impact," he added in jest.

As much as the state wants to improve its public transportation, Mohamad Khir said, Selangor also wishes to be fully broadband-enabled by 2008, and it has already started with the Klang Valley Broadband Push Programme.

He said Energy, Water and Communication Minister Datuk Seri Dr Lim Keng Yaik and the Malaysian Communications and Multimedia Commission have agreed to help with the initiative.

"Just as with the transport system, we are going to compare Klang Valley's ICT with Singapore, apple-to-apple. That is our aim," he said.

The state has already embarked on a few private-initiative ICT towns, such as that being developed by I-Bhd.

"I understand that Prime Minister Datuk Seri Abdullah Ahmad Badawi has decided to widen the concept of Cyberjaya.

"So any factory or industrial area that has multimedia (credentials) will be awarded special licences and they will get incentives," he said.

Mohamad Khir said Malaysia as a whole cannot be compared with Singapore's steady technology advances and rapid transportation, "but for Klang Valley, we can compare with Singapore apple-to-apple within five years if we can provide more in terms of ICT and public transportation system."

M'sia's Astronaut Candidates Get Green Light To Train At NASA

KUALA LUMPUR, June 5 - Malaysia's astronaut candidates can train at the National Aeronautics and Space Administration (NASA) in the United States (US) to familiarise themselves with the American compartment at the International Space Station (ISS).

Science, Technology and Innovations Minister Datuk Seri Jamaluddin Jarjis said NASA had granted permission for Dr Sheikh Muszaphar Shukor and Kapt Dr Faiz Khaleed (the two candidates) to undergo the training from July 23 to 27.

"The permission is very important as our astronaut will shift from the Russian module to the NASA compartment at the ISS," he told reporters after attending a design recognition ceremony for local products here Tuesday.

Before going to the US, both men will fly back to Malaysia on June 18, he said.

One of the candidates will make the space journey scheduled for October and in the process make history by becoming Malaysia's first astronaut.

Meanwhile, Jamaluddin said Malaysia would step up research and development (R&D) efforts to improve on its commercial products to further enhance the economy.

He said the time had come for Malaysia to use "knowledge" as its new economic resource.

"Malaysia cannot be complacent anymore as China and Vietnam are now offering cheaper labour for foreign investors. The world has now shifted to China, India and even Vietnam," he said.

A total of 15 products of Malaysian design such as furniture and packaging items were awarded with the "Malaysia Good Design Mark 2006" as recognition by the Malaysia Design Council.

Jamaluddin added that the ministry was ready to allocate RM500 million for R&D, mainly to universities, and that the government had already engaged international consultants such as Boston Capital and Pricewater House Coopers to identify and develop strategies and markets for Malaysian design.

DBKL Installs Parking Meters In Commercial Areas

KUALA LUMPUR, June 5 - Kuala Lumpur City Hall (DBKL) is installing electronic or meter parking system in several commercial areas in housing estates.

They include Taman Sri Hartamas, Desa Sri Hartamas, Bandar Baru Sri Petaling, Bangsar Utama, Bukit Damansara, Taman Sri Rampai, Desa Pandan, Bandar Tasik Selatan, Sungai Besi, Taman Desa, Danau Entrepreneurs Park, Kuchai Entrepreneurs Park, Metro Prima Kepong, Kepong Entrepreneurs Park, Kepong Baru and the Wholesale Market complex.

In a statement issued today, DBKL urged motorists who park their vehicles in the areas to pay the parking fee as per the meters or face action.

The statement said installation was being done in stages and would be completed by the end of the year.

Evolution Of Regional Security Networks Should Be Guided, Says S'pore

SINGAPORE, June 3 - Singapore wants the evolution of security architecture in the region to be proactively guided rather than allowed to evolve carelessly.

Noting that changes in the region's strategic landscape would "fundamentally alter the regional security architecture", Defence Minister Teo Chee Hean said that allowing it to evolve on its own might lead to structures that encouraged "adversarial and divisive instincts".

"If we proactively guide the evolution of the regional security architecture, embracing ideals of openness, inclusiveness, collective responsibility and mutual respect, we would lay the foundation for enduring peace and stability," he said at the Asia Security Summit dubbed the Shangri-La Dialogue, here.

Asia Pacific is home to a series of security frameworks that often overlap each other, with the United States playing a key role in some of the initiatives.

The largest is the 26-member Asean Regional Forum as well as the Asia Pacific Economic Cooperation which has expanded its agenda to include security issues such as terrorism and total supply chain security.

There is also the Five Power Defence Arrangements between Australia, Malaysia, New Zealand, Singapore and the United Kingdom.

Teo said that the existing security networks would evolve over time to reflect changes in the region.

"This web of old and new constructs is far from perfect. Some fora reflect a past that may no longer be relevant while the others reflect a future that has not yet arrived," he said.

He said the evolution should be guided based on broad principles that the regional security was a collective responsibility; that the security architecture should be inclusive; and that the cooperation should be based on mutual respect and in accordance with international law.

"All countries, big or small, as well as international organisations such as the United Nations have a role to play.

"We should not let traditional notions of geography limit our framework of cooperation. We should create new opportunities for cooperation and collective security, not create new divides in the region," he added.

Altantuya Murder: Trial Begins Monday

KUALA LUMPUR, June 3 - The trial for the murder of Mongolian woman Altantuya Shaariibuu, expected to run for four weeks, begins tomorrow before Justice Datuk Mohd Zaki Yassin at the Shah Alam High Court.

On the dock are two policemen from the Special Action Squad -- 31-year-old C/Insp Azilah Hadri and Cpl Sirul Azhar Umar, 36, -- and political analyst Abdul Razak Abdullah Baginda, 47.

The policemen are alleged to have committed the murder at Lot 12843 and Lot 16735, Mukim Bukit Raja, Selangor, between 10pm on Oct 19 and 1am on Oct 20, last year.

Abdul Razak is charged with abetting the policemen to commit the murder at Bangunan Getah Asli in Jalan Ampang, Kuala Lumpur, between 9.54am and 11.05am on Oct 18.

If convicted, all three will face the death penalty.

Representing the prosecution are head of the Classified Cases Unit Salehuddin Saidin and head of the General Crimes and Sexual Unit Noreen Badaruddin.

The defence team comprise counsel Hazman Ahmad and J. Kuldeep Kumar for Azilah; Kamarul Hisham Kamarudin, Hasnal Rezua Merican Habib Marican and Ahmad Zaidi Zainal for Sirul Azhar; Wong Kian Kheong for Abdul Razak.

Lawyer Karpal Singh, who holds a watching brief for Altantuya's family and the Mongolian government, meanwhile, has applied for the right to examine witnesses and make submissions in the trial.

Judge Mohd Zaki is expected to hear Karpal's application before the trial begins.

The case began on Nov 7 last year when bone fragments of a woman were found in a jungle in Puncak Alam, Shah Alam. Investigations showed that the bone fragments were of Altantuya, 28, who is believed to have been shot and her body blown up.

About a week later, Azilah and Sirul Azhar were charged in the Shah Alam Magistrate's Court with the woman's murder. The next day, Abdul Razak was charged in the Kuala Lumpur Magistrate's Court with abetting the duo in the murder.

The magistrates denied the three accused bail and ordered the cases to be transferred to the High Court.

Justice Datuk Abdul Kadir Musa of the Kuala Lumpur High Court, however, released Abdul Razak on a RM1 million bail without the security being posted pending the case's transfer to the Shah Alam High Court.

At the Shah Alam High Court, the three accused had been expected to be tried jointly before Justice Datuk K. N. Segara but when the case was mentioned on Dec 14, it was presided over by Mohd Zaki, who was then judicial commissioner because Segara was on leave.

Mohd Zaki extended Abdul Razak's bail but ordered him to deposit the security pending the re-mention before Justice Segara.

On Jan 5, Justice Segara cancelled the bail and ordered Abdul Razak to be remanded. Abdul Razak sought to reverse the High Court decision at the Court of Appeal but failed.

The trial had initially been fixed for March 2008 but it was later brought forward to tomorrow by Mohd Zaki after the case was transferred to him.

Last month, Sirul Azhar sought to gain access to the prosecution witnesses' statements before the commencement of the trial but Mohd Zaki rejected his application.

AirAsia Agrees To Give Students Special Fares, Mustapa Says

JELI, June 3 - Low-cost carrier AirAsia has agreed in principle to give special fares to students, Higher Education Minister Datuk Mustapa Mohamed said today.

He said the special fares would benefit students from the peninsular who were studying at higher learning institutions (IPTs) in Sabah and Sarawak and students from Sabah and Sarawak at the IPTs in the peninsular.

The final decision had yet to be announced, he told reporters after opening a promotional programme by Universiti Malaysia Sabah (UMS) here today.

Mustapa said the Cabinet had asked AirAsia and Malaysia Airlines (MAS) to consider giving students special fares so that those from poor families would not feel the burden every time they return home during semester holidays and to celebrate festivals with their families.

"The ministry hopes the discussions with Air Asia and MAS can be concluded soon," he added.

PETALING JAYA, June 3 - The Malaysian Trades Union Congress (MTUC) expects to submit a memorandum to Prime Minister Datuk Seri Abdullah Ahmad Badawi on June 18.

Its secretary-general, G. Rajasekaran, said the memorandum was mainly about the demand for a MTUC'sminimum monthly salary of RM900 and cost of living allowance of RM300.

He said the demand was justified and in line with the pay hike announced for civil servants on May 21.

"The MTUC's demand for a RM900 minimum salary is in fact lower than the new RM1,000 benchmark set by the government for public sector employees," he told a press conference here today.

Rajasekaran said 50,000 workers would take part in a nationwide picket on June 25 to demand all companies to follow what the goverment had done.

Tuanku Mizan Hosts Tea Party At Istana Negara


KUALA LUMPUR, June 2 - hosted a tea party on the occasion of The Yang di-Pertuan Agong Tuanku Mizan Zainal Abidin his official birthday at the Istana Negara here.

He was accompanied by the Raja Permaisuri Agong Tuanku Nur Zahirah.

Present were Prime Minister Datuk Seri Abdullah Ahmad Badawi, his deputy Datuk Seri Najib Tun Razak and his wife Datin Seri Rosmah Mansor, royalties, cabinet ministers and their spouses, foreign and local dignitaries.

The King later cut a birthday cake at the event attended by an estimated 5,000 guests.

Singers Zainal Abidin and Dayang Nurfaizah as well as the Istana Budaya cultural troupe provided the entertainment.

8,000 Restaurants Offering M'sian Cuisines Abroad By 2015

KUALA LUMPUR, June 2 - hopes that Deputy Prime Minister Datuk Seri Najib Tun Razak8,000 restaurants offering Malaysian cuisines can be opened worldwide by the year 2015.

He said that currently there were only 400 restaurants offering Malaysian dishes which were operating throughout the world.

"Exim Bank (Bank Eksport-Import Malaysia Berhad) should give out loans to anyone interested to set up Malaysian restauarants abroad to encourage more Malaysian entrepreneurs to venture in the food business overseas," he said in his speech at the `Pahang Nite', here.

He hoped that the low interest rate of three percent per annum would be one of the factors that would attract restaurant operators to take up the venture.

He said Malaysia restaurant operators should also change the environment to give the Malaysian look so that patrons could identify the restaurants from their interior designs.

Najib said the Malaysian menu offered delicious food with varieties compared to the restaurants of other countries.

"Foreigners are not familiar with the delicious Malaysian cuisines. I don't want to sound over-patriotic or biased but I know Thai cuisines are very popular but Malaysian cuisines are actually more diversified in their tastes rather than the Thai food," he said.

Najib said the lack of promotion on Malaysian cuisines made them less known compared to the food of other countries.

The `Pahang Nite' organised by the Pahang state government was held in conjunction with the Pahang Food, Cultural and Craft Fest held for a week from Monday.

KUALA LUMPUR, June 2 - Datuk Seri Abdullah Ahmad Badawi said the government will continue with efforts to move the country's economy up the value chain to enable it to surmount challenges posed by globalisation.

The prime minister said this was at the core of the Ninth Malaysia Plan which also outlined programmes to add value to the economy, especially in the services and manufacturing sectors which formed the backbone of the country's economy.

"The government is also striving to enhance the country's involvement in high technology sectors, including information communication technology and biotechnology.

"And efforts to transform government-linked companies are also bearing results," he said in his speech at the investiture ceremony in conjunction with the Yang di-Pertuan Agong Tuanku Mizan Zainal Abidin's birthday at the Istana Negara here today.

Abdullah said the country's economy was also doing well, recording a 5.9 per cent growth last year. The economic expansion, he said, was helmed by the private sector.

The government is also taking steps to enhance the country's fiscal position with the budget deficit already reduced to 3.5 per cent and international reserves standing at RM290.4 billion as at end-2006. Inflation and unemployment are also under control.

Abdullah said programmes had been crafted to enhance knowledge and innovation and nurture a first-class mentality among the people.

The education development blueprint, aimed at enhancing the quality of the country's education system by 2010, would turn Malaysia into a regional hub of education excellence, he said.

In ensuring a fair distribution of the fruits of the country's development, the government would double efforts to deal with socio-economic imbalances in a constructive and productive manner.

The prime minister said that continuous efforts would be made to develop the Bumiputera community to narrow the gap in terms of income, assets and wealth.

On the move to create various development corridors like the Iskandar Development Region in southern Johor, he said that it would bring about greater development in the areas concerned for the benefit of the people.

He disclosed that similar development initiatives would be launched in northern and eastern Peninsular Malaysia before year-end.

Abdullah added that Malaysia would continue to work towards improving development efforts and the economic performance of Muslim countries grouped under the Organisation of the Islamic Conference.
